Ms. Michelle Fock-Yune
Michelle Fock-Yune brings over 35 years of public service experience and a Master’s in Public Administration to her role as Commissioner. Her extensive expertise in human resources, organizational development, and governance supports the PEMC’s mission to uphold fairness, integrity, and accountability in the public sector, providing informed guidance and strategic insight to the Commission’s work.
Mr. Edouard Rose
Mr. Edouard Rose is a seasoned finance and audit professional with over 15 years of experience in the financial sector. He began his career at the Central Bank of Seychelles, where he spent 15 years in the Financial Surveillance Division, before transitioning to his current role in the Internal Audit Division at Nouvobanq.
He holds a BA (Econ) in Accounting and Finance (Honours) from the University of Manchester, an MSc in Banking and Finance with Distinction from the University of Stirling and is an Associate Chartered Banker with the Chartered Banker Institute since 2017. In 2022, he became an alumnus of the Small Countries Financial Management Programme (SCFMP).
With a strong foundation in financial regulation, banking, and internal audit, Edouard continues to contribute to strengthening financial governance and oversight within the financial sector.
Mrs. Chistie Michel
Christie Michel is an accomplished human resources professional with over a decade of service at the Central Bank of Seychelles, where she has advanced into leadership roles since joining in 2014. She has developed broad expertise across recruitment, performance management, employee engagement, and organizational development, while also shaping the Bank’s talent management strategy. Her work spans the full employee lifecycle, from attracting and onboarding high-calibre professionals to fostering career growth, building leadership capability, and strengthening succession planning.
Christie has also contributed nationally as a member of the Public Sector Competency Framework Committee, which developed the Competency Framework for the Seychelles Public Service. She holds a BSc in Business Administration with International Business (University of London) and an MSc in Business and Management (University of Essex). Additionally, she earned an Associate Diploma in Organisational Learning and Development from the Chartered Institute of Personnel and Development (CIPD, UK), is an Associate Member of the CIPD, and is a graduate of the Cambridge Judge Business School Chief Human Resources Officer Programme.
Mr. Tyron Scholastique
Mr Tyron Scholastique brings over 14 years of expertise in central banking, particularly in supervision from the Central Bank of Seychelles, where he demonstrated leadership in regulatory oversight. He played a pivotal role in developing the Credit Information System for Seychelles, laying the groundwork for enhanced credit reporting and risk assessment. Currently, Mr Scholastique serves as Assistant Branch Manager at Nouvobanq, following two-year tenure as Senior Compliance Officer and Alternate Compliance Officer at the same institution. Armed with a Bachelor of Arts in Economics from the University of Manchester and a Masters in Finance (Financial Sector Management) from the University of London, Mr Scholastique combines deep-sector knowledge with first-hand operational and compliance experience.
